President Trump touted his new gold card—for wealthy foreigners who want U.S. resident status in exchange for $5 million. “It’s like a green card but better, more sophisticated,” he said. Trump played salesman-in-chief saying the new immigration program “goes on sale very, very soon.”

He touted that the program will “allow the most successful job creating people from all over the world to buy a path to U.S. citizenship”—using language that’s similar to that used by those who decry the plan as a way of putting the country’s citizenship for sale. He said that anyone approved for the Gold Card wouldn’t be required to pay taxes in the U.S., though they would be required to create jobs. It’s not clear how Trump can create a new category of immigration without the involvement of Congress.
