Plans for 57 affordable homes look set to be passed at Holbeach despite MP’s objection

Plans for 57 affordable homes look set to get the green light tonight (Wednesday June 24) — despite an objection from the MP.

South Holland District Council’s Planning Committee will discuss an application to create the development on land south of Wignals Gate in Holbeach when it meets this evening.

D. Brown building contractors are seeking permission for the erection of 55 two-storey homes and two bungalows with associated access and open space.

“The proposal comprises an entirely affordable housing scheme,” said the planning officer’s report, which recommends the application be passed.

“Specifically, the scheme proposes an entirely affordable housing scheme; comprising the following housing: eight one-bedroom dwellings, 28 two-bedroom dwellings (26 two storey and two bungalows), 19 three-bedroom dwellings and two four-bedroom dwellings.”

South Holland and the Deepings MP Sir John Hayes has objected to the plan.

“I share my constituents’ concerns about the over development of this site,” he wrote.

“In particular, neighbouring residents have drawn my attention to their loss of amenity and privacy, with some properties situated only three metres from their boundary.

“Wignals Gate can be a busy road at peak times with visibility restricted to the east of Maple Grove, so particular attention needs to be given to safe accessing and exiting this development. In addition, the proposal will lead to a significant increase in traffic movements.

“My constituents have also reported that the site regularly floods so further development will exacerbate this problem.”

Coun Sophie Hutchinson, who represents Holbeach on SHDC, said she has ‘significant concerns regarding the appropriateness of this site’s release, the proposed housing mix, amenity impacts, and the overall design and integration of the scheme with its surroundings’.

NHS Lincolnshire have requested a £52,141.32 Section 106 contribution – money paid by a developers to ease healthcare pressures – from the scheme arguing the ‘development would put additional demands on the existing GP services for the area’.

“The above development is proposing 57 dwellings which, based on the average of 2.4 people per dwelling for the South Holland District Council area, would result in an increase in patient population of 137,” they said in consultation.

“Therefore, an increase in population of 137 in the South Holland District Council area will place extra pressure on existing provisions, for example – extra appointments requires additional consulting hours.

“This in turn impacts on premises, with extra consulting/treatment room requirements.”

Lincolnshire County Council have requested a contribution of £522,651.06 to ease the strain on education in the area.

The planning officer’s report concluded that ‘on balance, it is recommended that the application be approved’ subject to conditions, including the completion of a Section 106 agreement and securing the site as an entirely affordable housing scheme.
