Vietnam’s Resilience Amid Global Turbulence – ASEAN+3 Macroeconomic Research Office

Growth of the Vietnam’s economy has been strong in 2026, but the challenging global environment has been putting its resilience to the test.

At home, emerging macro-financial vulnerabilities are intensifying policy trade-offs and complicating macroeconomic management. Externally, the conflict in the Middle East and the resulting surge in global energy prices have become a major external shock for the Vietnamese economy. As a net energy importer and a highly open, trade-dependent economy, Vietnam is particularly exposed. Higher energy prices are fueling inflation, raising production costs, and weighing on the external balance.

Our latest report projects Vietnam’s growth to average around 7.5 percent in 2026, with upside potential amid the sustained global demand for AI-related export products, as well as firm domestic demand. Inflation, however, is expected to rise to 4.3 percent, driven mainly by higher food and energy prices.

The central challenge is clear: Vietnam must sustain growth without allowing inflationary and financial pressures to undermine macroeconomic stability.

Resilience is being tested

Vietnam’s economy has weathered successive global shocks—from the pandemic to supply-chain disruptions and global monetary tightening—while sustaining a strong growth record. Its resilience has been tested as geopolitical tensions, trade disruptions, and energy-price volatility become recurring features of the global landscape.

So far, growth has been strong. Manufacturing continues to be the main engine of growth, underpinned by strong exports and sustained foreign direct investment (FDI). Value-added tax reductions and accelerated infrastructure spending have bolstered domestic demand, while tourism and other services have provided additional momentum.

While global openness has driven Vietnam’s economic success, it also leaves it vulnerable to shocks originating beyond its borders. Its export-oriented growth model and deep integration into global production networks amplify its exposure to shifts in external demand, trade frictions, and supply chains disruptions.

Sudden shifts in technology cycles or a cooling of global demand for AI-related products could abruptly stall electronics export momentum, posing significant downside risks to Vietnam’s growth outlook.

Financial strains require close attention

Strong headline growth risks obscuring growing pressures within the financial system.

Earlier accommodative monetary conditions helped sustain growth, but prolonged credit expansion has tightened banking system liquidity and raised funding costs. In response, some banks have turned to offshore borrowing, heightening their exposure to shifts in global financial conditions and exchange rate volatility.

A continued period of rapid credit expansion would amplify financial risks, particularly as vulnerabilities in the real estate and household sectors continue to accumulate. These risks require close monitoring, accompanied by a more measured pace of credit expansion to prevent near-term growth ambitions from undermining financial stability.

Managing exposure to energy shocks

Higher global energy prices have added to Vietnam’s policy challenges in 2026.

As a net energy importer, Vietnam faces higher production and transport costs, stronger inflationary pressures, and a weaker external position. Temporary fiscal measures can help cushion the impact on vulnerable households and the most exposed sectors, but they cannot substitute for the needed structural reforms.

Over the longer-term, diversifying energy sources, strengthening generation and transmission infrastructure, and improving energy efficiency would reduce Vietnam’s exposure to future price shocks.

Getting the policy mix right

Vietnam’s policy stance must now balance three objectives: supporting growth, containing inflation, and safeguarding financial stability.

Fiscal support should be timely, targeted, and temporary, focusing on vulnerable households and sectors most affected by higher energy prices. Broad-based stimulus could add to inflationary and credit pressures at a time when the economy is already expanding rapidly.

Monetary policy should normalize, while maintaining adequate liquidity and allowing sufficient exchange rate flexibility to absorb external shocks. At the same time, regulators should strengthen macroprudential oversight, particularly of real estate and household lending, and closely monitor banks’ foreign-currency exposures.

Building on strengths through further reforms

Global shocks have become more frequent and persistent, yet Vietnam enters this period with important buffers: strong export performance, sustained FDI, relatively low public debt, and a track record of prudent policy management.

The report therefore offers a message of cautious optimism. The next test is whether Vietnam can build on these strengths and undertake the structural reforms needed to support its longer-term economic transformation.

First, accelerating domestic industrial upgrading—by deepening linkages between FDI firms and local enterprises and raising domestic value-added content—would help Vietnam retain more benefits from its integration into global supply chains and better withstand external trade pressures.

Second, policy frameworks must continue to evolve alongside the economy’s growing size and complexity. Priorities include modernizing monetary and financial policy frameworks, strengthening revenue mobilization, and improving public investment management.

Third, advancing financial-sector and capital-market reforms would help create more credible domestic investment opportunities, improve capital allocation, and reduce incentives for speculative capital outflows.

Vietnam’s resilience should ultimately be measured not only by how well it withstands today’s shocks, but by how effectively it prepares for tomorrow’s.
