Holon is moving forward with a large-scale urban renewal project in the Jesse Cohen neighborhood, advancing plans to replace older housing with high-rise residential towers in one of the city’s most significant redevelopment areas.
The project, led by developer Prashkovsky in partnership with other firms, focuses on the southern part of the neighborhood and is being promoted under an accelerated planning track.
Under the plan, 13 residential buildings with 238 apartments will be demolished and replaced by seven towers rising 30 to 40 stories, totaling about 1,050 housing units.
The wider development area includes 19 aging buildings with 352 apartments, with plans calling for up to 11 towers ranging from 19 to 40 stories, alongside commercial and employment space.
The project follows the 2023 approval of a comprehensive urban renewal framework for the neighborhood, which aligns with Holon’s long-term development plan through 2040 and allows detailed plans for individual sites to move forward.
After about 18 months of planning and review of multiple design options, the city selected a preferred plan and instructed developers to submit it for formal approval.
The proposal emphasizes dense residential construction combined with commercial uses, improved transportation access and expanded public spaces, reflecting a broader push to transform the neighborhood into a modern, mixed-use urban area.
The Jesse Cohen neighborhood is considered a key focus for urban renewal in the region, with planning policies aimed at strengthening infrastructure, improving connectivity between streets and preserving existing green spaces and community assets.
For developers and buyers, the project represents a significant increase in housing supply in a central location, with plans including proximity to rail infrastructure, integrated services and walkable access to commercial and community facilities.
If approved, the project is expected to proceed in phases, contributing to a broader transformation of the neighborhood and positioning it as a major redevelopment hub within Holon.
