Hedge Fund Billionaire Chris Rokos to Relocate to Greece

ATHENS – Billionaire hedge fund manager Chris Rokos is preparing to move his residency from the United Kingdom to Greece and establish an office in Athens, in a high-profile boost for Greece’s efforts to attract wealthy investors and international financial professionals.

The move was reported by Bloomberg, citing people familiar with the arrangement. Rokos, the founder of Rokos Capital Management, is one of Britain’s most prominent financiers and has an estimated net worth of approximately $4 billion, according to the Bloomberg Billionaires Index. His firm manages roughly $22 billion. A representative for Rokos Capital declined to comment to Bloomberg.

Rokos’ decision comes as Greece has increasingly positioned itself as an attractive destination for high-net-worth individuals seeking to establish tax residency. Under a regime introduced to attract wealthy foreign residents, qualifying individuals can pay a flat annual tax of €100,000 on income earned abroad.

Greece offers that preferential high-net-worth tax regime for up to 15 years, giving it a longer time horizon than the United Kingdom’s newer four-year Foreign Income and Gains system. Italy has a comparable 15-year program, although its flat tax on foreign-source income has risen to €300,000 annually.

Athens has also recently taken steps specifically aimed at attracting fund managers and private equity executives. New tax provisions adopted this summer are designed to prevent investment funds from facing double taxation when executives relocate to Greece or their firms establish offices in the country. Under the rules, foreign investment funds remain taxed in the jurisdiction where they are established, while fund managers who transfer their tax residence to Greece are subject to a 5% tax rate on carried interest, Bloomberg reported.

Rokos’ relocation is particularly notable because of his stature in the British financial industry. He ranked third on the Sunday Times’ latest annual list of Britain’s biggest taxpayers, with a tax bill of £330 million, or approximately $447 million.

Educated at Eton College and Pembroke College at Oxford University, where he studied mathematics, Rokos worked at UBS, Goldman Sachs and Credit Suisse before co-founding Brevan Howard Asset Management with Alan Howard. He later established Rokos Capital Management in 2015, which has grown into one of the world’s largest macro-focused hedge funds. During his years at Brevan Howard from 2004 to 2012, Rokos generated approximately $4 billion for the firm, according to Bloomberg.

He is also a major philanthropist. Earlier this year, Rokos donated £190 million to the University of Cambridge, which Bloomberg described as the largest donation to a British university in modern times.

His departure comes amid a broader movement of wealthy individuals away from Britain following changes to the country’s longstanding ‘non-dom’ tax regime and increases in taxes affecting investments, inheritance, and capital gains. Among those who have left are Checkout.com founder Guillaume Pousaz and Egyptian billionaire Nassef Sawiris, while Rokos’ former Brevan Howard partner Alan Howard has relocated to Switzerland.

Still, official British figures suggest the scale of the exodus may be more limited than the prominence of individual departures suggests. The UK had an estimated 73,400 non-domiciled residents in the tax year ending April 5, 2025, representing a decline of just 0.5% from the previous year.

For Greece, however, attracting a financier of Rokos’ profile marks another sign of the country’s changing economic image. After being at the center of Europe’s sovereign debt crisis, Greece has regained investment-grade status, returned to developed-market classification for its equities and has recently recorded economic growth exceeding that of many of its European peers.
