Proposals to use a house on Surrey Street to care for up to four children aged eight to 17 have been approved by Norwich City Council.
The home will be set up to feel like a normal family household and would not be advertised as a care facility.
Children would be cared for on a one-to-one basis during the day, and staff would reduce to two overnight.
“Children who are placed in these homes are often stigmatised for being in care,” the plans explained.
“In recognition of this, Ofsted’s requirements are that the homes, in no way, shape or form, feel like an institution or care home.
“Therefore, it is very important to the applicant to ensure the home is not materially changed in any way and that the characteristics of a typical home are kept intact.”
