Needingworth plans for up to nine homes refused by council

Burgess and Walker Transport Limited sought permission in principle for between seven and nine homes on land south of Lodel Farm, in Needingworth.

Measuring just under one hectare, the site is made up of a single lane, unmade track from Overcote Lane and is bordered by grass verges.

This opens into a section of agricultural land which is mainly covered by soil and grass with access from Overcote Lane.

The plans only addressed principle issues, including location, use and amount of the proposed development.

A number of objections were raised, including by Needingworth Parish Council which expressed fears over harm to the countryside.

It claimed the loss of agricultural land, lack of boundaries and potential harm to wildlife “fails to comply with policy”.

The local authority also raised fears around parking due to “poor access” and uncertainty over who owns access to the site.

Representations from locals included concerns over flooding, waste-water capacity and impact on the character of the area.

A report by planning officers concluded the plans represent “unacceptable development” outside the build-up area of Needingworth.

It said this would “result in encroachment and expansion of a small settlement into the countryside” resulting in a loss of land.

Planning officers added the proposed site access does not provide “safe and convenient” access to services within the settlement.

This would “result in an isolated development and unsustainable location for housing,” they added.
