Haiti - Politic : Launch of an internship program for graduating students of CTPEA

Sandra Paulemon, the Minister of Planning and External Cooperation (MPCE), launched the internship program last week for 18 graduating students from the Center for Planning Techniques and Applied Economics (CTPEA), an autonomous institution under the MPCE’s supervision that offers degrees in Applied Economics, Statistics, and Planning.

This initiative aims to contribute to the training of a new generation of professionals to strengthen the technical capacities of the public administration, in accordance with the Government’s directives and the February 2016 decree establishing the MPCE.

In her address, Minister Paulemon presented the internship program as an approach designed to prepare the next generation of technical leaders for the Haitian public administration and to sustainably strengthen the State’s capacity in development planning.

Through this program, the Minister clarified that her administration’s ambition is to progressively strengthen its Ministry with qualified human resources, in accordance with the procedures and conditions applicable to the civil service. This initiative is part of a broader vision to have an administration capable of producing reliable analyses, developing scenarios, formulating public policies, selecting relevant public investments, and measuring results.

Addressing the graduating students directly, the Minister offered four essential pieces of advice: demonstrate integrity in carrying out their responsibilities; be rigorous in their analyses and work; and cultivate humility to continue learning and developing a sense of public service.

In his remarks, Guy Roméro Latry, Director General of the Ministry of Planning and External Cooperation (MPCE), lamented the complete lack of integration of CTPEA graduates into the Ministry until 2025. He commended the dynamism of the new administration and the excellent relationship between the Ministry and the CTPEA, which is poised to once again become a true breeding ground for talent and expertise in development planning.

The twelve-week internship program involves 18 graduating students from the following programs: Planning, Applied Economics, and Statistics. It is structured around nine thematic modules: general orientation; foresight and planning; the fight against poverty and social exclusion; land-use planning and local and regional development; programming and budgeting of public investments; monitoring and evaluation of public investments; development cooperation; coordination of NGO activities; and sectoral public policy and programming of the Public Investment Program (PIP).
