The government calls for continued strong promotion of growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.

The Government issued Resolution No. 216/NQ-CP at the regular Government meeting in July 2026. The Resolution clearly states: In the coming period, the global and regional situation is expected to continue to be complex and unpredictable, impacting global growth prospects… Domestically, the economy continues to face many difficulties and challenges; natural disasters and extreme weather events pose risks to agricultural production, energy security, and create pressure on macroeconomic stability, inflation control, growth targets, major economic balances, and management and administration.

In light of this situation, the Government requests that Ministers, heads of ministerial-level agencies, and chairpersons of provincial and city People’s Committees, based on their assigned functions, duties, and authority, issue and effectively implement action programs and plans to carry out the 7 resolutions and conclusions of the 3rd Plenum of the 14th Central Committee, the resolutions, conclusions, and directives of the Politburo and the Secretariat, especially the 10 breakthrough and strategic resolutions of the Politburo, and resolutions of the National Assembly and the Standing Committee of the National Assembly; working together, wholeheartedly, actively, and proactively implementing decisively, promptly, effectively, and with a focus on key tasks and solutions in all fields; Reviewing the results of the first seven months of the year, identifying targets that are still lagging behind in order to develop appropriate solutions, and striving to complete all targets of the 2026 socio-economic development plan, especially realizing the goal of achieving economic growth of 10% or more (the scenario for the last six months of the year aims for growth of approximately 11.7% according to Government Resolution No. 180/NQ-CP).

The government requests continued strong promotion of growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy. It emphasizes close and flexible coordination between proactive monetary policy and a rational, focused, and targeted expansionary fiscal policy; stabilizing exchange rates and interest rates. It also calls for close monitoring of international market developments to ensure price stability, supply, and market stability, especially in energy (petroleum, electricity, gas), essential goods, and construction material prices.

Strengthening discipline and order in the management of state budget revenue and expenditure, combating revenue losses, transfer pricing, and tax evasion; striving to increase state budget revenue in 2026 by at least 10% compared to the estimated figure for 2025; disbursing 100% of public investment capital in 2026; promoting the leading role of public investment. Proactively and actively mobilizing maximum social resources for development investment, promoting the attraction of legitimate capital sources outside the state budget; diversifying capital markets, developing the bond market and securities market in a comprehensive manner, and attracting medium and long-term capital flows; improving the efficiency of resource utilization, absolutely not relying on or depending solely on state budget capital.

Thoroughly remove institutional bottlenecks; decisively cut and simplify administrative procedures and business conditions; definitively resolve legal obstacles for businesses, especially in bidding, land management, finance, etc., to unlock resources for development. Expeditiously finalize the report on the overall review of the legal document system, ensuring its substance and effectiveness. Continue reviewing and processing legal documents that will expire before March 1, 2027; periodically review and update the list, implementation status, and processing results of legal documents under management on a monthly basis, reporting to the Prime Minister and the Deputy Prime Minister in charge of the field, and simultaneously sending it to the Ministry of Justice for monitoring and overall compilation.

Accelerate the progress of key national infrastructure projects, especially in the transportation, energy, and national digital infrastructure sectors. Effectively leverage the role of the three business sectors: state-owned enterprises, private enterprises, and attract FDI. Promote private investment and public-private partnerships, and strengthen the attraction of socialized capital to participate in technical infrastructure, digital infrastructure, and renewable energy. Leverage the leading role of economic regions, growth poles, and major cities, especially Hanoi , Ho Chi Minh City, Hai Phong, Da Nang, and Dong Nai; promote double-digit growth, playing a leading and ripple effect on the national economy.

Revitalize traditional growth drivers; stimulate domestic market demand, promote promotional programs, develop tourism, e-commerce, and consumer services. Proactively work with major partners to expand export markets; support businesses in effectively utilizing Free Trade Agreements (FTAs), especially new-generation FTAs. Actively attract new-generation, high-quality FDI into high-tech, semiconductor, and artificial intelligence industries. Strongly promote new growth drivers; accelerate the approval and implementation of strategic technology tasks and digital transformation tasks; encourage businesses to research, develop, and apply new technologies, green production models, reduce carbon emissions, and participate in global value chains.

Expanding the provision of full-process online public services, applying big data and artificial intelligence.

Improve the efficiency of public service delivery, overcome the tendency to shirk responsibility and avoid accountability in handling administrative procedures for citizens and businesses. Focus on reviewing and resolving long-standing, delayed projects to free up resources for growth. Strengthen inspection and accountability of heads of departments. Expand the provision of online public services throughout the entire process, applying big data and artificial intelligence to increase transparency and reduce direct contact to eliminate petty corruption. Accelerate the investigation and strict handling of key cases, while improving the rate of asset recovery.

Proactively respond to extreme weather events, flash floods, landslides, and tropical depressions and storms during the peak of the rainy season in August each year in Northern and Central Vietnam, as well as high tides and river floods in the Mekong Delta. Enhance early warning and forecasting capabilities; strictly maintain duty rosters, inspect and review vulnerable areas, and proactively relocate and evacuate people from dangerous zones. Proactively review the operation procedures of interconnected reservoirs, ensuring the safety of dams, reservoirs, and technical infrastructure; protect agricultural production and facilitate post-disaster recovery.

Closely monitor international and regional developments; maintain strict combat readiness, ensuring absolute safety for strategic targets and major events taking place in August. Strengthen the fight against false and hostile information on the internet; enhance the ability to protect national data infrastructure and respond to high-tech crimes. Launch a high-intensity campaign to combat and suppress crime; strengthen fire prevention and control and ensure traffic safety. Effectively implement socio-economic development programs linked to consolidating the national defense and people’s security posture in strategic areas, border regions, and islands…

Implement a coordinated approach to foreign affairs, bilateral and multilateral cooperation.

Simultaneously, we will implement a comprehensive range of foreign affairs activities, bilateral and multilateral cooperation directly serving economic development goals and enhancing national standing. We will proactively participate in regional security and economic forums; persistently pursue an independent, self-reliant, multilateral, and diversified foreign policy. We will strengthen citizen protection, border management, and foreign affairs communication; and prepare well for key foreign affairs activities from now until the end of 2026.

Ministers and heads of ministerial-level agencies, according to their respective areas of state management and legal regulations, shall focus on directing the review of the list of unapproved and unissued sectoral plans listed in Appendix V of this Resolution, and promptly complete the preparation, adjustment, and approval within their authority or submit them to the competent authority for approval in the third quarter of 2026.

Ministries and ministerial-level agencies, according to their respective areas of state management, shall periodically report on the results of implementing their breakthrough tasks before the 25th of each month. These reports shall be submitted to the Ministry of Finance for compilation and reporting to the Government at the monthly regular Government meeting.

The Ministry of Industry and Trade is tasked with leading and coordinating with relevant agencies and localities:

a) Implement decisively and effectively solutions to ensure safe, stable, and continuous electricity supply for production, business, and daily life in all situations; regularly review and update the national power system operation scenario, the progress of key power generation and grid projects, and promptly resolve difficulties to bring projects into operation as planned, absolutely preventing electricity shortages due to subjective reasons.

b) Closely monitor developments in the global and domestic petroleum markets, proactively assess the supply and demand situation, reserves, and operations of the petroleum distribution system, especially diesel fuel, in order to proactively implement appropriate management solutions within the scope of authority and legal regulations, preventing shortages and disruptions in petroleum supply, and meeting the needs of the economy and social consumption; promptly report and propose to competent authorities on matters exceeding their authority.

c) Completely resolve difficulties and obstacles, ensuring sufficient supply of raw materials for blending E10 and E5 gasoline, without affecting the operation of biofuel production plants, and ensuring the progress of key energy projects.

d) Strongly develop the domestic market, coordinate with localities, industry associations and businesses to effectively organize trade promotion programs, connect supply and demand, expand distribution systems and support product consumption, especially domestically produced goods.

d) Closely monitor international trade developments, import and export situations, trade policies, and safeguard measures of partners to promptly warn and guide businesses to comply with regulations of importing countries, limiting the situation of goods being temporarily suspended from import or returned; proactively implement solutions to promote exports, control trade deficit, and ensure a sustainable trade balance. Strengthen trade promotion in key sectors, markets, and regions; develop plans to promote exports to China, India, Northeast Asia, Oceania, Latin America, etc.

e) Monitor import trends for goods subject to reduced Most Favored Nation (MFN) import tariff rates, automobiles, and other consumer goods; promptly propose to competent authorities measures to address situations of significant import increases; and research appropriate import tax policies when necessary.

g) Urgently finalize the draft Decision of the Prime Minister approving the “Plan for preventing and combating counterfeit goods and protecting consumers on digital platforms, giai đoạn 2026 – 2030”, and report it to the Deputy Prime Minister, Head of the National Steering Committee on combating smuggling, trade fraud and counterfeit goods, before August 15, 2026.

h) Coordinate closely with relevant ministries to effectively handle issues arising in negotiations with the United States, particularly cases under Article 301, and implement solutions regarding supply chain management and product traceability to meet US requirements.

i) To chair and coordinate with the Ministries of Agriculture and Environment, Science and Technology, and relevant agencies and localities to implement comprehensive solutions to promote the production and deep processing of minerals in a modern and sustainable manner; to accelerate the exploitation and production of rare earth products. To discuss and agree with the Ministry of Agriculture and Environment on the operating mechanism for hydropower/thermal power plants in emergency situations.
