Social Solidarity Minister Maya Morsy meets officials to review Egypt’s economic empowerment finance program.


CAIRO – 7 APRIL 2026: Egypt’s Minister of Social Solidarity Maya Morsy held a meeting with the team behind the ministry’s Strategic Financial System for Economic Empowerment program, in the presence of Hala El-Said, economic adviser to the president and former minister of planning and economic development.


 


The meeting reviewed progress on the program, which the ministry sees as one of its main tools to shift support from direct aid toward development and production.


 


The system targets vulnerable groups who are able to work, with a focus on expanding financial inclusion for those most in need. The ministry said the number of partner entities has reached 34, including ministries, state institutions, private sector players, and civil society groups.


 


According to the ministry, regular coordination meetings are being held among partners to improve integration, make better use of available support, and avoid duplication in services provided to low-income families.


 


The meeting also reviewed the packages offered under the system, which include 10 financial, banking, and non-financial products. These include wider access to financial services through physical and digital channels for the first time, financing, digital savings, transfer of productive assets, investment in digitized gold, and sector-focused agricultural and industrial projects.


 


The program also covers employment, insurance, and production schemes. The ministry said the system will rely on resources already available through partner institutions, meaning no extra cost to the state, while helping create a real shift from protection to production.


 


Other services under the system include awareness and training programs, microfinance, digital financial inclusion through the “Tahwisha” app, marketing for crafts and products through the ministry’s e-marketing platform and “Diarna” exhibitions, microinsurance, and the “Ezraa” initiative.


 


El-Said said she was pleased to cooperate with the Ministry of Social Solidarity, stressing that empowerment is the foundation of social protection. She also praised the link between Egypt Post and Nasser Social Bank.


 


The meeting was also attended by Social Solidarity Deputy Minister Margret Sarofim, Nasser Social Bank Vice Chairman Walid El-Nahhas, Assistant Minister for Strategic Communication and Media Mohamed El-Akaby, Assistant Minister for Social Protection and economic empowerment programs Raafat Shafik, Executive Director of the Rural and Environmental Industries Support Fund Engy El-Yamani, and Wael Abdel Aziz, head of the Central Administration for Development and Investment.
