The Bitcoin, Ethereum and XRP price outlook remains cautious after the U.S. Senate delayed its vote on the CLARITY Act until September. The delay has added another layer of uncertainty for the crypto market, with traders now watching both regulatory developments and key technical price levels.
Senate Majority Leader John Thune confirmed that lawmakers will return to the bill after the August recess. Prediction markets now give the CLARITY Act only about a 16% chance of becoming law in 2026, down sharply from earlier expectations.

Bitcoin Price Outlook: Can BTC Break $68,000?
Bitcoin was trading above $64,400 as traders assessed the impact of the CLARITY Act delay.
Despite the regulatory uncertainty, Bitcoin continues to receive support from institutional demand. U.S. spot Bitcoin ETFs recorded $129 million in net inflows on August 6, marking a fourth straight positive session.
Ether ETFs also recorded strong demand, with net inflows of about $92.15 million over three days.

The immediate Bitcoin resistance level is around $66,500. A clear break above this level could open the path toward the psychological $68,000 level.
If Bitcoin moves above $68,000 with strong buying volume, the next target could be around $70,000.
On the downside, $63,000 is an important support level. A break below it could push BTC toward $61,500, followed by the stronger support zone near $60,000.

Ethereum Price Outlook: $2,000 Remains the Key Level
Ethereum is holding above $1,900, keeping its short-term recovery structure intact.
The first major resistance is around $1,950. A daily close above this level could give ETH enough momentum to test the psychological $2,000 mark.
If Ethereum breaks and holds above $2,000, the next target could be around $2,100.
However, traders will also need to watch the downside. The $1,850 area is an important short-term support level. Losing this zone could send ETH toward $1,800.

XRP Price Outlook: Can XRP Hold $1?
XRP is trading near $1.05 after the CLARITY Act vote was pushed to September.
The token is still holding above the important $1.00 support level, which keeps the short-term recovery setup alive.
The first resistance is near $1.08. A breakout above this level could allow XRP to move toward $1.12.
If buying pressure continues, the next major target could be $1.18.
However, the picture would become weaker if XRP falls below $1. A sustained break under this level could send the price toward $0.95.

CLARITY Act Delay Puts More Focus on Price Charts
The Senate’s decision to postpone the CLARITY Act vote removes a potential short-term regulatory catalyst for the crypto market.
Lawmakers now have more time to negotiate the bill before returning in September. Until then, Bitcoin, Ethereum and XRP prices could remain sensitive to technical levels, ETF flows and broader market sentiment.
Bitcoin needs to break above $68,000 to strengthen its bullish setup. Ethereum needs to reclaim $2,000, while XRP needs to clear $1.12 to build stronger momentum toward $1.18.
The September CLARITY Act vote could become another major catalyst for all three assets. Until then, traders are likely to focus on whether the current support levels continue to hold.
