In his opening remarks at the session, Prime Minister Le Minh Hung stated that in the past period, the Government and the Prime Minister have directed all levels, sectors, and localities to implement many tasks and solutions in a coordinated manner, focusing on several key areas: perfecting institutions, reducing administrative procedures to thoroughly address bottlenecks, unlocking resources, and fostering development; and most importantly, submitting documents to competent authorities for promulgation to create a comprehensive, complete, and transparent legal framework.

The Prime Minister requested that ministries, sectors, and localities focus their discussions on issues related to leadership and management; the growth results for the first nine months and the main growth drivers in the fourth quarter of 2026; and the responsibilities for implementation… At the same time, he requested that from now until the end of the year, each ministry, sector, and locality specifically identify the important tasks to be completed each month; clearly define the output results, and which agencies, individuals, or groups are responsible for leading and directing the implementation.

The report presented at the conference affirmed that, in the past period, the Government and the Prime Minister have closely followed the directives of the Central Committee, the Politburo , and the National Assembly, continuing to innovate leadership, direction, and management in a scientific, decisive, creative, and substantive manner; focusing on promoting growth while maintaining macroeconomic stability, controlling inflation, and promptly addressing urgent emerging issues, especially regarding energy prices, trade deficit, and disbursement of public investment capital…

In the first nine months of 2026, total state budget revenue is estimated at VND 2,187,253 billion, equivalent to 86.5% of the projected figure, an increase of 12.1% compared to the same period in 2025; total registered foreign investment in Vietnam reached USD 50.36 billion; total import and export turnover of goods reached USD 888.01 billion, an increase of 30.4% compared to the same period last year… Cultural, social, health, education , and environmental protection sectors were strengthened; national defense and security were consolidated.

However, the economy continues to face many difficulties; the scope for macroeconomic management and the achievement of growth targets are under considerable pressure. Although GDP growth in the first nine months was positive, achieving double-digit growth remains a major challenge; further efforts are needed in macroeconomic management…

At the meeting, leaders of ministries, sectors, and localities focused on discussing and proposing solutions to implement tasks in 2026, with the main focus being on continuing to steadfastly and resolutely achieve double-digit growth targets while maintaining macroeconomic stability and controlling inflation; promoting production and business, boosting exports, imports, and domestic consumption; promoting investment and construction; perfecting institutions and improving the investment and business environment; promoting science and technology, innovation, and digital transformation; developing culture, society, health, education, and protecting the environment…

In his concluding remarks at the meeting, Prime Minister Le Minh Hung commended the efforts of ministries, sectors, and localities in organizing and implementing tasks over the past period, especially in actively resolving difficulties and obstacles, removing bottlenecks, and effectively mobilizing and utilizing resources for development.

Regarding some key tasks, Prime Minister Le Minh Hung emphasized that the fourth quarter of 2026 is crucial for achieving the goals and tasks for 2026. To achieve the growth target, ministries, sectors, and localities must demonstrate the highest level of political determination, make the greatest efforts, and act more decisively and effectively.

The Prime Minister requested that the Secretaries of Provincial and City Party Committees, the Standing Committees of Provincial and City Party Committees, and local leaders focus on directing the synchronized implementation of tasks and solutions to create significant changes in the remaining months of the year.

Specifically, this includes continuing to review and concretize the work program and conclusions of the Central Committee; focusing on perfecting institutions and laws; accelerating the disbursement of public investment capital, focusing on implementing key projects in 2026; and proactively directing the removal of difficulties and obstacles for projects that are behind schedule, stalled, or prolonged.

Comrade Le Minh Hung also requested the promotion of trade, services, and tourism; strengthening measures to stimulate consumer demand, stabilize the market, strictly control prices, and control inflation; ensuring the supply of essential goods, especially in the last months of the year. He also called for increased inspection and handling of acts of speculation, hoarding, and unreasonable price increases, ensuring the rights of the people and stabilizing the market. Along with this, he urged the acceleration of scientific and technological development, innovation, and digital transformation. He also called for the promotion of strategic technology sectors linked to the potential, advantages, and strengths of each locality.

Effectively implement social welfare policies, improve the material and spiritual lives of the people; accelerate programs and projects on education, health, housing, and the “500-day campaign to intensify the search, collection, and identification of the remains of martyrs,” ensuring progress, effectiveness, and practicality. Continue to strengthen national defense and security; maintain political security, social order, and safety; proactively prevent and combat all types of crime, ensuring a stable environment for socio-economic development.

The Prime Minister also requested that ministries, sectors, and localities continue to closely monitor developments, update growth scenarios; clearly identify areas and localities that are still falling short of the targets in order to have appropriate tasks and solutions in the fourth quarter, striving to achieve the 2026 growth target to the highest possible extent.

For localities with high growth rates, it is necessary to continue building on the achievements, striving for even higher growth rates, and more vigorously exploiting new growth opportunities and drivers. For localities with growth rates lower than the target, it is necessary to carefully assess growth potential, clearly identify the causes, and then propose strong, specific, and feasible solutions; striving to achieve the highest possible completion of the goals and tasks for 2026.

Ministries and sectors will continue to update, supplement, and closely assess the situation and growth scenarios; proactively advise the Government and the Prime Minister on appropriate, feasible, focused, and targeted solutions to ensure the effective implementation of socio-economic development goals for 2026.
