Inside Tan Lan 3: a 336-ha industrial park to take shape in southern Vietnam

The Tan Lan 3 Industrial Park project in Tay Ninh province has moved into the implementation phase following approval of its investment policy, offering an early-stage option for manufacturers and supply-chain companies assessing future production capacity in southern Vietnam.

The Tay Ninh People’s Committee has approved the investment policy for Tan Lan 3 Industrial Park and IMG Long An Joint Stock Company as the investor.

Located in Tan Lan commune, the industrial park will cover about 336 hectares and require total investment of VND8.45 trillion ($323.94 million).

The project will have a 50-year operating term from the date of the first land allocation or land lease decision issued by the competent authority.

The decision was presented at Tay Ninh’s 2026 Investment Promotion Conference on Friday. Tan Lan 3 was among 31 projects involving 27 investors that received investment policy approvals or investment registration certificates, with combined capital of around VND80 trillion ($3.07 billion).

Across the full program – including 13 groundbreakings, approvals, registrations and recorded expressions of interest – the conference featured 103 projects and works with combined capital of approximately VND915 trillion ($35.08 billion).

What will Tan Lan 3 target?

Tan Lan 3 is planned as a multi-sector industrial park focused primarily on manufacturing and processing, alongside industries and services supporting industrial production.

Under the approved plan, the project is designed to accommodate 15 industry groups and will be subject to environmental protection requirements.

The mix of industries is intended to support links across supply chains, allowing products from one manufacturer to be used as raw materials, semi-finished goods or service inputs by another, fostering industrial clusters and cooperation among tenants.

The project is entering the market amid strong investment flows into Vietnam. The country attracted $34.65 billion in registered foreign direct investment in the first half of 2026, up 61% from a year earlier, while disbursed FDI reached $13.03 billion, the highest first-half level in five years, according to the National Statistics Office.

Green steel MoU signals preliminary interest

Tan Lan 3 has previously featured in discussions about large-scale foreign manufacturing projects. In June 2026, as part of an IMG investment-promotion initiative, IMG Phuoc Dong and Germany’s VFT Bio Fuels UG signed a memorandum of understanding to study a proposed $3.1 billion green steel complex at the industrial park.

The preliminary plan envisages a site of about 250 hectares and annual steel production capacity of 11 million tons for Vietnamese and European markets. The MoU provides a framework for further study and does not constitute an investment licence, land commitment or confirmed tenancy. Any project would remain subject to feasibility studies, land availability, environmental and other regulatory approvals, as well as definitive agreements.

The proposal illustrates the scale of investment interest that new industrial capacity could attract. It also highlights the need to align prospective projects with approved industries, environmental safeguards and the actual delivery of land and infrastructure.

From approval to industrial infrastructure

Legal procedures for Tan Lan 3 are scheduled to run through December 2026. Compensation, site clearance and advances for compensation, support and resettlement are expected to be substantially completed by August 2027.

Industrial land subleasing is expected to begin in phases from June 2028. Land procedures, site preparation, technical infrastructure construction and clearance of the remaining area are scheduled to continue through June 2029.

For manufacturers, Tan Lan 3 remains an early-stage industrial investment option rather than immediately available industrial land. The project is based on an approximately 336-hectare site, an approved portfolio covering 15 industry groups and a clustering strategy aimed at linking manufacturers with supporting businesses.

For IMG Long An, the next phase will be execution – turning the approved investment framework into serviced industrial land and a functioning tenant ecosystem according to schedule.
