What Is the Best Crypto to Buy Before the CLARITY Vote and the Fed Decision?

Two votes 24 hours apart, one in the Senate chamber and one from the Fed, will hit Bitcoin, XRP, Ethereum, and Solana differently, and only one of the four survives every possible combination without a major loss.

Two votes 24 hours apart could decide the next move in crypto. The Senate votes on cloture for the CLARITY Act at 2:15pm ET on Tuesday, September 15, 2026, and cloture needs 60 votes to open floor debate on H.R. 3633. The Federal Open Market Committee announces its rate call at 2pm ET the following afternoon, with a quarter-point hike already priced into futures.

Bitcoin (CRYPTO:BTC), XRP (CRYPTO:XRP), Ethereum (CRYPTO:ETH) and Solana (CRYPTO:SOL) each have a different amount riding on Tuesday and Wednesday. So which one carries the least risk and the most upside into a 48-hour window that could write digital-asset classification into US law?

The Vote Is All or Nothing for All Four Coins

The Senate vote is a regulatory binary that does the most for XRP, whose classification was litigated in court, and the least for Bitcoin, whose status was never in doubt. Solana has the most riding on the Fed decision, then XRP, then Ethereum, and Bitcoin again the least.

Trump agreed to about 80% of the Tillis-Gallego ethics package on September 13, and Senators Lummis, Boozman and Scott released a 635-page final text the same night. If cloture fails, the bill is dead until after the November 3 midterms, so none of the four gets a partial outcome.

The Bill Changes Little for Bitcoin

Bitcoin trades at $77,710 on September 14, 2026, up 1.3% over 24 hours and down 2.3% over seven days, per CoinGecko. US regulators have treated Bitcoin as a commodity through every administration since 2015, so the CLARITY text changes little for the token. The bill would give Bitcoin market structure for exchanges, custody providers and banks, which is a smaller prize than the classification XRP would get.

With so little riding on Tuesday, Bitcoin’s week comes down to Wednesday. US spot Bitcoin ETFs hold 6.35% of circulating supply, per SoSoValue, and Bitcoin has failed to hold above $80,000 three times since late August, trading 2.9% below it. A Fed hold puts Bitcoin in front, and a hike as priced leaves it falling least of the four.

The Bill Names XRP as a Digital Commodity

XRP trades at $1.39, up 3.9% over 24 hours, three times Bitcoin’s gain. The token climbed on the ethics concession because the CLARITY text names XRP and XLM as digital commodity examples.

XRP holds that classification through a joint SEC and CFTC interpretation issued March 17, and regulators can withdraw an interpretation whenever they choose. The bill would write it into statute, which closes a question that was litigated in federal court.

If cloture passes, XRP would probably reach $1.47 to $1.55, which is 5.8% to 11.5% above the current price. If cloture fails, $1.25 to $1.33, or 10.1% to 4.3% below. Both are scenarios rather than forecasts. The negative funding rate means a pass would force short sellers to close by buying XRP, on top of any fresh demand.

Ethereum Has Been a Commodity Since 2018

Ethereum trades at $2,499, up 1.0% over 24 hours and down 0.3% over seven days. Ethereum has been treated as a commodity since 2018, so the CLARITY bill does less for classification than it does for the staking and DeFi provisions in the 635-page text.

Those provisions move the price less than a rate decision does. US spot Ethereum ETFs took in $216 million on September 11, per SoSoValue, and Ali Martinez identified a triangle with $2,600 as the upside trigger and $2,405 as the downside. Ethereum falls harder than Bitcoin on rate shocks, so a hawkish Fed would put $2,405 in play before the same shock dragged Bitcoin under $76,500.

Solana’s ETF Flows Fell 96% in One Week

Solana trades at $101, up 1.5% over 24 hours and down 4.1% over seven days. The SEC named Solana a core ETF asset on September 5, and the bill would do less for Solana than for XRP, so Solana’s week turns on whether that ETF demand holds.

Solana ETFs took in $153.87 million in the week ending August 28, then fell 96% to $6.18 million the following week, per SoSoValue. Passive demand that large can disappear in seven days.

Solana does have one scheduled positive, and it arrives on the same day as the vote. Transaction V1 activates at epoch 1035 on September 15, allowing transactions 3.3 times larger, and developers must update while existing transactions still work. Solana needs to clear $105, 3.8% above the current price.

Bitcoin Survives All Four Combinations

Nobody can name the best coin without a view on the two events. Traders who expect cloture to clear and the Fed to hold should want XRP, with Solana behind it, because the vote settles XRP’s legal status and a hold refuels the coin that moves most on rates. Traders who expect the vote to fail and the Fed to hike are better off investing in Bitcoin, which loses least when rates move against crypto.

Bitcoin is also the only one of the four that no combination badly hurts, and it pays for that by moving least in the combinations that go well. A reader who wants the safest position and a reader who wants the biggest one are not buying the same coin.

If the Senate clears cloture on Tuesday, the short holders paying negative funding have to buy XRP back, and $1.47 comes into range inside a day. If the Fed hikes on Wednesday and the quarterly projections read hawkish, Solana stalls below $105 and Bitcoin tests $76,500.
