CAIRO – 5 July 2026: President Abdel Fattah El Sisi on Saturday issued a series of directives covering the economy, politics, governance and public services during the inauguration of Egypt’s new State Strategic Command.
Directives notably include the preparation of a national economic program to succeed the country’s IMF-backed reform program and the completion of preparations for long-awaited local council elections.
In a speech delivered during the inauguration ceremony, El Sisi outlined priorities aimed at strengthening political participation, supporting the private sector, improving living standards and enhancing the efficiency of state institutions.
Among the key directives is the preparation of a comprehensive national economic program to be implemented after the conclusion of Egypt’s economic reform program with the International Monetary Fund (IMF).
The president said the plan should build on previous reforms while shifting the economy from a phase of stabilization to one focused on sustainable growth, improving citizens’ living standards and strengthening the economy’s resilience.
He called for revitalizing political life, developing political and youth cadres, and completing the necessary preparations for local council elections to strengthen public participation.
The president directed preparing a national program aimed at reducing living costs by expanding permanent retail outlets and markets and improving supply chains to help stabilize the prices of essential commodities.
El-Sisi also called for accelerating the next phase of the state’s program to withdraw from economic activities that can be managed efficiently by the private sector.
He emphasized full compliance with the principles of transparency, equal opportunity and fair competition, and called for strengthening the private sector’s role in driving growth and investment.
On governance, El Sisi instructed state institutions to adopt more decisive measures to combat corruption, strengthen governance, transparency and accountability, and expand digital transformation to safeguard public funds and improve institutional efficiency.
The president further directed the government to continue developing the education system based on merit and excellence, better align educational outcomes with labour market needs, and expand programs to identify and support talented students.
He also ordered a restructuring plan for the Micro, Small and Medium Enterprises Development Agency to place greater emphasis on productive activities, while simplifying business establishment, financing and licensing procedures and increasing youth participation in economic activity.
In the media sector, El Sisi called for broader space for objective media dialogue that accommodates differing viewpoints within a framework of mutual respect.
He instructed the Minister of State for Information to coordinate with relevant media institutions to organize an annual meeting, tentatively scheduled for Dec. 3 each year under the president’s patronage.
This meeting will review the state of Egypt’s media sector, discuss challenges and opportunities, and issue recommendations for its continued development.
The directives were announced during the inauguration of the State Strategic Command, a 22,000-feddan complex designed to serve as the central hub for coordinating state institutions, enhancing data sharing, crisis management and decision-making, while strengthening Egypt’s security and defence capabilities.
